Currently, the law does not have any regulations defining the game of Sic Bo. However, based on reality, it can be understood that the game of Sic Bo is a game Shbet in the form of betting.
In the game, there are 03 6-sided dice numbered from 1-6, the dealer will take the sum of the 03 dice to give the final number to the player.
The player's task is to predict whether the number is big or small, small is the sum of the 3 dice from 3-10, and big is 11-18, if the guess is correct, the player will win and receive the prize money.
2. Is playing online Sic Bo game illegal?

Currently, the law does not prohibit organizing and playing card games and betting on phones, but strictly prohibits gambling and organizing gambling.
Therefore, any case of playing Sic Bo and winning or losing real money or valuables, whether played directly or online, can be considered illegal gambling. Violators may be subject to administrative fines or criminal prosecution according to the provisions of law.
2.1 Administrative penalties

In addition, the offender must also return the illegal profits gained from committing the violation (stipulated in Clause 6, Article 28).Decree 144/2021/ND-CP).

2.2 Criminal prosecution
According to Article 321Penal Code 2015(amendment, supplement)2017) regulations on gambling crime as follows:
- Anyone who illegally gambles in any form, wins or loses money or objects worth from for this act or the act specified in Article 322Penal Code 2015or has been convicted of this crime or a crime specified in Article 322Penal Code 2015, whose criminal record has not been cleared and who continues to violate, shall be subject to a fine of VND 20,000,000 to VND 100,000,000, reform without detention for up to 03 years or imprisonment from 06 months to 03 years.
- Committing a crime in one of the following cases shall be punishable by imprisonment from 03 years to 07 years:
+ Professional;
+ Money or objects used for gambling worth 50,000,000 VND or more;
+ Dangerous recidivism.
Thus, according to the above regulations, playing online Sic Bo is an illegal form of gambling, accordingly, violators can be prosecuted with a maximum prison sentence of up to 7 years, in addition to being fined from 10,000,000 VND to 50,000,000 VND.
